fill a file with octets

This command creates a new file called path. The initial content of the file is len octets of c, where c must be a number in the range "[0..255]".

To fill a file with zero bytes (sparsely), it is much more efficient to use truncate_size. To create a file with a pattern of repeating bytes use fill_pattern.
