Asynchronously configures the GPS refresh rate.
If a 0 rate is used, the GPS location updates will be immediately propagated to the interface.
When the operation is finished, callback will be invoked in the thread-default main loop of the thread you are calling this
method from. You can then call set_gps_refresh_rate.end to get the result of the operation.
