Synchronously sets the preferred network list of this Sim.
The calling thread is blocked until a reply is received. See set_preferred_networks for the asynchronous version of this method.
When the operation is finished, callback will be invoked in the thread-default main loop of the thread you are calling this
method from. You can then call set_preferred_networks.end to get the
result of the operation.
